Missions

The Observatory's missions are:

  • to evaluate:
    • the health status of the population in terms of morbidity and mortality 
    • the population's risk behaviours by improving knowledge of information on health determinants
    • the quality, efficiency and accessibility of the health system and to identify health inequalities between different population groups
  • to study the evolution and adequacy of the resources of health professionals working within the health system to meet the health needs of the population
  • to publish and broadcast:
    • information on the state of health of the population and the health system resulting from the evaluation carried out by the Observatory
    • the results of studies on health professional resources
  • to propose public health priorities to the Minister aimed at improving the health status of the population, the health system and the state of health professional resources
  • to draw up the health map referred to in article 3 of the law of 8 March 2018 on hospitals and hospital planning

The Observatory draws up an annual activity report and at least one thematic analysis report, the latter containing its findings and proposals on one or more areas that have been identified as priorities.

Every three years, the Observatory draws up a national report on the state of health of the population, health determinants and the health system with its findings and proposals, including:

  • a description, analysis and evaluation of the health status of the population, health determinants and the health system
  • a description, analysis and evaluation of public health policies
